Like you say in the Title you are having problem with you CHMOD?
Are you on a Free server or a Own server where you can modify the CHMOD your self??

CHMOD 777 the folder "inc" If you have windows, continue in the installation, the setup wizard should let you download the complete configuration file, else write here again It's time to change MemHT Portal 5 suggestions summary
