Every language has his charset. English and italian uses his own, arabic too etc. Changing everything in utf-8 means trashing almost all already translated language files and losing people from those countries. utf would be better, but as you see, there is a technical problem

well you are right about trashing the language files but they need to be rewritten again but in the UTF-8 unicode

far as i know its universal so there is no losing people

all you need to do is rewrite the language files but of course it is a lot of work but it will be for the best

I don't know all that languages and translators aren't all available to do it again from scratch.
