Well well well, after reading this I spent few minutes trying to solve the puzle..
1. First thing first, I am not sure if this is free code (I saw some chinese icons in /Upload/skin folder)
2. Second, there is no php codes. So you DO NOT need to upload the code in your webserver to try it. Open /Upload/player.config.js file and replace some valid radio URL (6th Line).. e.g. try this-

http://www.txradica.net/tune.php?c=bfbs3&.wvx";
3. Double click and Open /Upload/index.html ... accept any security warning.. You should hear the stations playing ..The blank space below the player bar, will be occupied by your website main page once you upload it to actual webserver.)
If you have uploaded the content (with appropriate URL entry - step 2), then you type the full address of index.html page in your web-browser. Then only you see this player. Normal www.yourSite.com wont displays it..
4. There are some customization in index.html and translation to english for the values under 'playStateAction(NewState)' method in /Upload/player.js file . [I would, but I can not understand Turkish..]. Once you translate those values to English, you will see appropriate scroll message in player in english.
5. I am not clear what is the role of 'playlist.asx' file. You can open it with text pad and see the content..
7. My suggestion - Since this stuff is not approved by memht people, use with your own risk!
I not sure, if i make it better to understand this mystry or making more complex.. I wish I could translate it into English, (Babel fish translation did not help..
