The refresh "bug" is not a script problem, but browser. There is no way using server-side script like php to block it since the browser manages http requests. That could be done using javascript, but JS can be disabled... so, no solution

how about using php code the link code get a php id and redirecting to original download file path like "php?=download_id8s4as4asaa9y2"
and add js to using that php download id, get user id, witch time user download the file details

It's the same, once you press download and the file to download has been opened by the browser, you can't do anything, it's a client side operation, not server side (php)
