hi, i just wondered if there is a way to update news highlight in templates like (moling and tkey) from admin menu just like news,articles,forums....etc. can i do that?somebody plz help

The Contents of the highlight.html is static, there is no administration for him, and really, if you want to update the contents of that block, you can only do this by modifying the file manually.
Alternatively, there is a module similar to this that is dynamic, thus it has management where you can change the content as needed.
