That user block is old and not compatible with MemHT 4.0.1, it should be fixed.

In MemHT 4.0.1 the avatar uploading has been disabled for security reasons and cannot be enabled again in this version. If you want to allow your users to use their custom avatar, you can install the Gravatar.com mod available in the MemHT Downloads.
