This file should be changed from .htaccess to htaccess and the setup script should install it as .htaccess. Reason for this is on Linux and Unix Like OS's all . files are hidden without a ls -a most users dont see the file. and this will fix most of the mod-rewrite issues as mod-rewrite must be enabled first in order to be used.

The .htaccess file name is a standard, why changing it? 99,9999% of hosters do not hide it, and if they do that, there are 2 possibilities:
1) Change the hoster, too noobs
2) They do not support it

Happened to me I got the mod rewrite error as a simple cp MemHT/* ~/public_html does not copy the .htaccess file as on Unix OS .file arnt seen by users by default. Not sure if you understand what I am saying? Wasn't until I did a ls -a and found out that there was a .htaccess file. a simple file change to dot.htaccess and the Install to mention move dot.htaccess to .htaccess would be an acceptable fix. If you use a Windows Like app then this issue doesn't apply but to us Linux users it does.

I understand what's your problem, but the .htaccess name is a world standard and if i change the name i could only get compatibility issues with servers that do not support using another name, i must maintain the maximum compatibility i can because the CMS could be installed by anyone in an any kind of server ^^
